What do Poles know about the Omnibus Directive – study (downloadable report)
In February this year, we conducted an independent study on the newly introduced consumer protection law – the Omnibus Directive.
From 1 January 2023, new regulations resulting from the implementation of the EU Omnibus Directive, which strengthens consumer protection, came into force in Poland.
One of the most important changes is the need to display prices during sales or promotions. When introducing a promotional price, businesses are required to provide the product's price from the last 30 days.
The obligation to provide the lowest price of a product or service from the last 30 days preceding the discount applies to both promotions for specific items and general announcements of a discount on all or part of the product range.
As a result of an inspection for incorrect price display, the Trade Inspection may impose a fine of up to PLN 20,000 on the entrepreneur, and in the case of so-called repeat offenders – if someone breaks a given regulation three times within 12 months – even up to PLN 40,000.
The directive is intended to protect consumers against false promotions, obliges traders to be more transparent in their activities, obliges them to verify product reviews and allows customers to analyze offers and choose the best offer for them on the market.
We asked Poles what they knew about the new regulations. Based on the survey, we can see to what extent the implementation of the new directive has been successful and consumers are aware of its existence.
The survey was conducted using the CAWI method on a sample of 1,042 people selected in a random-quota manner, taking into account representativeness in terms of gender, age and size of the place of residence.
